The Air Force Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Virtual Shopping Mall is operated under the guidance of the Air Force SBIR/STTR Program Manager, located within the Air Force Research Laboratory (AFRL/XRS), Wright-Patterson Air Force Base, Ohio. Shopping Mall development followed a planning and requirements study, which consolidated ideas and feedback from selected Air Force organizations (i.e. system program offices), prime contractors, and small businesses.
The Central Contractor Registration (CCR) is the primary vendor database for the U.S. Federal Government. The CCR collects, validates, stores, and disseminates data in support of agency acquisition missions. Both current and potential federal government vendors are required to register in CCR in order to be awarded contracts by the federal government. Vendors are required to complete a one-time registration to provide basic information relevant to procurement and financial transactions. Vendors must update or renew their registration at least once per year to maintain an active status. CCR validates the vendor information and electronically shares the secure and encrypted data with the federal agencies finance offices to facilitate paperless payments through electronic funds transfer (EFT). Additionally, CCR shares the data with federal government procurement and electronic business systems. Please note that any information provided during registration may be shared with authorized federal government offices. However, registration does not guarantee business with the federal government.
Online Representations and Certifications Application (ORCA) replaces most of the paper based Representations and Certifications (Reps and Certs) in Section K of solicitations with an Internet application. FAR 52.204-8 mandates the use of ORCA on or after January 1, 2005.
CCR and ORCA are complementary systems. ORCA reuses data pulled from CCR and pre-populates many of the required Representations and Certifications. Then, the vendor completes the remaining Reps and Certs with the understanding that with each solicitation they are certifying to current, accurate and complete information.
